Being a freelancer, former agency, former in-house, it totally depends. Agencies are best when you are monstrous, and just getting started. Consultants/Freelance are best overall in affordability and flexibility, but may not have the time saving tools necessary for all accounts.
Why not a company, if you can afford huge amounts of $ for a Campaign. You will also get additional services may be writing content, designing landing pages and things like that BUT if you find the right individual/Freelancer, the same job can be done for even half the price.

Where would you recommend a company start looking if they’ve got a PPC campaign up and running, but it’s always been run by the in-house tech guy?
